How do you handle when a few people want to be part of all the circles?

From our recent Community of Practice meeting, there is a problem that came up. A few people in school administration want to be in all of the circles. At the same time, there is complaining about too many meetings and burnout, but people don’t just want input on decisions, they want consent rights to most of the decisions going on in the school. How would you recommend dealing with this? Please share thoughts.
