In Sociocracy, does the facilitator have to make all the proposals and answer all the questions?

No. The facilitator’s job is just to make sure there is a proposal and that there are answers to clarifying questions. Making proposals on process will often come from facilitators and that seems to be appropriate. Oftentimes, facilitators go into the “savior-trap”, thinking that they have to manage everything. That gets exhausting! Facilitators will be more effective if they play questions or requests for proposals back into the group as often as possible.
