A circle will sometimes have to wait for the secretary to note down a proposal or an idea (for example proposal ideas during proposal shaping which is a lot to write down fast). Make sure they are supported well enough so they can also participate as circle members.
If the circle does not want to slow down, find a way to modify your process. You can appoint two people to take notes (taking turns), or – if you work in a shared document – you can have people type their own ideas.
